Chemical industry and dangerous chemicals are facing new challenges

From April 24 to 25, the State Administration of Work Safety Supervision held a national symposium on safe production of chemical companies in Zhangjiagang City. The reporter learned from the symposium that the State Administration of Work Safety will further intensify supervision on the safety production of chemical companies and hazardous chemicals, and mobilize the deployment of chemical industry and hazardous chemicals in the safe production of 100-day inspections. The hazardous chemicals sector has become the focus of this special campaign.

This year is the Olympic year and also the 30th anniversary of the reform and opening up. Therefore, it is very important to do a good job of safe production. Sun Huashan, the deputy director of the State Administration of Work Safety, introduced at the meeting that the State Council has designated 2008 as the "year of hidden dangers for production safety," and that the current safety production situation in the chemical industry and dangerous chemicals is still severe, with "three highs and two lows" (accidents). The phenomenon of high total and serious accidents, high risk of hidden dangers in safety, low level of technical equipment, and low quality of employees is a prominent phenomenon. Therefore, the chemical industry and the hazardous chemicals sector have become the focus of this special operation of the 100-day inspection of production safety. The key areas under supervision are Hebei, Jiangsu, Zhejiang, Shandong, Henan, and Hubei provinces. The key industries are those involving ammonia, chlorine, toxic and toxic gases, and calcium carbide. Key enterprises are enterprises in key chemical industries, chemical companies that have occurred in fatal accidents in the last two years or more, and those using hazardous technologies such as fluorination, nitration, sulfonation, diazotization, and high exothermic reactions, are safe. Enterprises with serious problems, new hazardous chemicals manufacturing companies, small chemicals, etc.

It is understood that the State Administration of Work Safety has promoted the relevant experiences of Jiangsu Province and Tianjin City nationwide. Last year, Jiangsu Province shut down 2,713 chemical companies that violated laws and regulations and closed 40 more this year. The province began to comprehensively rectify chemical companies in eight areas: “industrial access, safety production, environmental protection, product quality, land use, energy consumption, investment management, and business registration”. Tianjin launched the "100-day Tough Battle" for special rectification of hazardous chemicals, and clearly put forward the "40% 100%" target for special rectification work, that is, 100% registration of major hazard sources and 100% "draw-net" inspection of hazardous chemicals. Units, 100% rectification of enterprises that have significant safety production risks, and 100% of hazardous chemical units that do not meet the standard after the rectification is closed.
