National Support Agricultural Machinery Catalogue

The Ministry of Agriculture issued Announcement No. 1324, which announced the Catalogue of Agricultural Machinery Products Supported and Promoted by the State in 2009-2011 (Adjustment for 2010) (hereinafter referred to as “Promotion Catalog”). Regarding the situation regarding the annual adjustment of the “Promotion Catalogue,” the reporter interviewed the relevant person in charge of the Agricultural Mechanization Management Department of the Ministry of Agriculture.

Question No. 1: What is the overall situation of the annual adjustment work of the “Catalogue”?

A: The annual adjustment of the “Promotion Catalog” has resulted in a total of 1,433 manufacturing companies nationwide submitting 5,534 copies of product information through the Internet. The provincial department of agricultural mechanization passed the review and recommended 5,866 products from 1,328 companies to the Ministry of Agriculture. In accordance with the "Administrative Measures on Catalogue of Agricultural Machinery Products Supported and Promoted by the State" formulated by the Ministry of Agriculture, the Ministry of Finance, and the National Development and Reform Commission, the Ministry of Agriculture organized an expert review and requested the Ministry of Finance, the National Development and Reform Commission, and the Ministry of Industry and Information Technology. According to the opinions, a total of 3,044 products of 879 companies were publicized on the Internet, and the final addition of 3013 products of 868 companies was included in the “Promotion Catalog”, with a total pass rate of 59.2%.

Question 2: What are the characteristics of the annual adjustment of the “Promotion Catalog”?

A: There are three main characteristics when summing up: First, there are many applications. Driven by the purchase subsidy policy and the increase in the intensity of new product development, the number of companies applying for the annual adjustment of the “Promotion Catalog” has reached record highs. The second is the high selection threshold. In order to support the superior agricultural machinery companies and optimize the production structure of agricultural machinery, before the application, the Ministry of Health issued relevant supplementary regulations and issued higher requirements on the scale and qualifications of the enterprises and improved the entry threshold for enterprises. The third is strict review. In the assessment process, review experts strictly follow the assessment criteria in accordance with the “Administrative Measures” on the advanced nature, applicability and scope of the products, safety and reliability, and requirements for production and sales.

Question 3: In the annual adjustment of the “Promotion Catalog”, how to ensure the fairness and fairness of the validation work?

Answer: In order to ensure the fairness and fairness of the development of the “Promotion Catalog”, we insist on the following points in this annual adjustment: First, strictly follow the procedures. The preparation of directory adjustments shall be conducted in strict accordance with the five procedures of voluntary enterprise declaration, provincial audit recommendation, expert review, public disclosure, and countersign negotiation as stipulated in the “Administrative Measures”, and the impartiality of the results shall be ensured by the fairness of the procedures. The second is to play the role of the provincial agricultural mechanization authorities. The reporting company must be approved by the provincial level before it is eligible for selection. The reasons for not being selected are fed back to the company by the province. Third, the judging team of experts is authoritative and representative. The review experts come from various fields such as management, production, promotion, identification, research, and sales, and have extensive representation. They are the leaders of their professional science and technology, high professional skills, familiar with the product situation, and have a high degree of authority. The fourth is to accept the supervision of the discipline inspection department. The disciplinary department of the Ministry of Agriculture of the People's Republic of China dispatched personnel to supervise the preliminary examination and comprehensive deliberation of the catalogue and ensured the review of discipline and implementation of regulations. The fifth is to accept extensive social supervision. The "Promotion Catalogue" adjustment proposal publicity document was published to the public on the Internet for 10 working days. It has solicited opinions from various sectors of the society and received supervision. For products not included in this adjustment, feedback was provided to the reporting companies one by one, and they were subject to supervision by the company to ensure fair results. Sixth, it implements a collective research system. The opinions received during the publicity period were carefully verified and collectively researched and decided according to uniform standards.

Question 4: What feedback was received during the public announcement?

Answer: A total of 98 feedbacks were received during the annual adjustment of the Promotion Directory. The main opinions reflected include four aspects: First, the reasons for inquiring the annual adjustment of public notices not listed in the “Promotion Catalog” are considered. Such opinions are the majority. The second is to apply for supplements included in the "promotion directory." Third, complaints about the cancellation of product qualifications of enterprises mainly reflect some problems such as the small size of enterprises, disputes over intellectual property rights, and failure to comply with relevant regulations. It is proposed to cancel the eligibility of products entering the catalogue. The fourth is to apply for correction of corporate information, mainly including amendments to the textual errors in the public notices and changes in contact information.

Question 5: How to deal with issues reflected during the publicity period?

A: For the opinions and questions reflected during the public notice, we insist on the following principles: First, be patient and explain. The provincial acceptance agency is responsible for giving feedback and explanations to the experts on the review opinions of the experts, and strives for the understanding and support of the enterprises. The second is to conduct a careful verification. If on-site verification is required for reporting materials, relevant personnel shall be instructed to carry out on-site inspections, and handling suggestions shall be made according to the investigation. The third is to adopt collective research. To discuss the opinions and problems reflected, and discuss with relevant experts in a collective way and put forward opinions for handling. The fourth is to adhere to uniform standards. The same kind of issues adhere to a standard and treat them equally. Fifth, strictly follow the procedures. Unpublished products are no longer updated in principle.

Question 6: What are the results of the handling of the opinions expressed during the public announcement?

A: We have conducted serious investigations and verifications of the opinions we have reflected, and have collectively discussed and put forward opinions for handling. The first is to fully respect expert opinions and working procedures, and products that have been supplemented but not included in the public release are not listed in the “Promotion Catalog”. Second, the materials for the cancellation of the report were cancelled when the verification was confirmed. If there is an intellectual property dispute, the court's decision will be used as the basis. The third is that the text in the public notice is wrong. After checking the relevant declaration materials, it will be corrected. The fourth is to apply for changes in the company's information, to provide a valid certification material to be changed. Through public notice, the company eliminated 31 products from 14 companies and corrected 12 companies' related information.

Question 7: What are the outstanding issues in the corporate reporting process?

A: Judging from the review, there are five main problems: First, some products have low technological content and are not advanced enough. Such as the simple function of a small-scale flour machine, rice mill, oil press and rice and wheat thresher, etc. are not within the scope of application. The relevant performance indicators do not meet the required requirements, such as engine fuel consumption, leakage of milking machinery, and safety protection of moving parts. Second, individual companies reported false information, falsely reported production and sales, and lacked the spirit of honesty and trustworthiness. Third, some companies are small in size and do not meet the requirements of relevant regulations; some products have small batches and the production time is short. Fourth, the qualification of the company does not meet the requirements. Some reporting units are corporate legal entities and some are non-corporate legal persons. The unified standard grasped by this review is that if you do not have the qualification of an enterprise legal person, you will not enter the list. Fifth, the product name is not standardized. A product should have a standardized name and model number. In the application materials, individual product names or models are inconsistent, and it cannot be determined whether the product is the same product.

Question 8: What are your plans for improving your work in the future?

A: The first is to rationally adjust the directory structure at the national and provincial levels. Further improve the selection of national directories to ensure that products with large scale, good manufacturing quality, high technical content, and high versatility enter the national promotion catalogue. The second is to disclose the conditions for basic judgments, increase transparency, and strengthen the social supervision of selected products. The third is to expand the coverage of department-level appraisal and strengthen the standardization and unity of appraisal work. The fourth is to establish an online inquiry system to facilitate enterprises and users to inquire about catalog products.

Question 9: What are the recommendations for the company's future filing list?

A: There are several suggestions as follows: First, product names and models are standardized according to standards, and the specifications of product names and models are guaranteed to be consistent. The second is to insist on honesty and trustworthiness, and to apply information to seek truth from facts. The third is to carefully and carefully avoid errors and affect the product selection list. The fourth is to accurately understand the relevant regulations, and to fill in information and provide materials in strict accordance with the requirements. Fifth, establish a positive corporate image, establish a modern enterprise system, and highlight the effects of brands and trademarks. The sixth is to increase the scientific and technological content, improve product performance, and accelerate the pace of product replacement.

Question 10: When will the 2011 adjustment work begin?

A: The next time the work plan is adjusted, the online application will begin in August and the application will be completed before the end of September. In accordance with the provisions of the "Measures for the Administration of Catalogue of Agricultural Machinery Products Supported and Promoted by the State," provincial-level recommendations, expert review, public announcements, and other procedures are still in place. Specific regulations can be found in the "State Support Promotion Directory" column of the China Agricultural Mechanization Information Network.
