Renewable Energy: Five Measures to Address Two Difficulties

The reporter learned from the National Development and Reform Commission on September 14 that the country will start with five aspects to solve the two major practical difficulties encountered in the development of renewable energy, with a view to raising the proportion of renewable energy in total energy consumption as soon as possible.
It is understood that the current scale of renewable energy in China is very small, accounting for only about 8% of the total energy consumption. China's newly released "renewable energy medium and long-term development plan" proposes that by 2020, China must strive to make renewable energy consumption account for 15% of total energy consumption. From the current situation, there are still many difficulties to achieve this goal. The first is the decentralization of resources and low energy density. For example, straw and other biomass feedstocks can be used to produce bio-liquid fuels such as fuel ethanol and bio-diesel. However, scattered households in rural areas are still difficult to collect in large quantities. The second is that the technology is not mature enough and the cost of development and utilization is so high that the price of renewable energy such as bio-energy is higher than that of fossil energy. Related companies need state subsidies to ensure normal production.
Chen Deming, deputy director of the National Development and Reform Commission, said that in order to overcome the above difficulties, our government will mainly take five measures:
First, actively guide the policy. The main implementation of the price policy is to establish a cost-sharing mechanism to share the cost of renewable energy over conventional energy sources across the country.
Second, the implementation of fiscal and taxation preferential policies, including subsidies for the establishment of special funds for renewable energy projects, does not exclude tax relief.
Third, cultivate the market. Including the force of market share and improvement of the market environment. For example, mandatory promotion of vehicle ethanol gasoline in some areas.
Fourth, to strengthen the capacity building for renewable energy development is mainly to increase investment in scientific research and education, and strengthen personnel training.
Fifth, strengthen the publicity on the significance of renewable energy and the methods and ways of using it, and increase the awareness of citizens of the entire society on the use of renewable energy.
According to statistics provided by the National Development and Reform Commission, the ratio of renewable energy to energy consumption has increased from the current 8% to 15% in 2020, requiring investment of 2 trillion yuan. Our country will adopt a combination of national investment and social diversified investment to solve the problem of construction funds for the development and utilization of renewable energy.
According to the National Development and Reform Commission, according to the plan, by 2010, the annual development and utilization of renewable energy in China will be equivalent to 300 million tons of standard coal, and by 2020 will be equivalent to 600 million tons of standard coal, which will significantly reduce coal consumption and make up for it. Insufficient natural gas and oil resources.
