China Drying Network Co., Ltd. learned from the China Rubber Industry Association that recently the tire industry circles of China and Japan have conducted interactive exchange activities and launched a dialogue mechanism between the tire industry in both countries. Both China and Japan conducted in-depth discussions on the tire industry development strategy, industry management policies, development of green tires, and technical regulations and standards. In particular, they communicated on the specific implementation of the Japanese tire labeling system. The Chinese side also proposed the establishment of a company tire laboratory mechanism for mutual recognition between China and Japan. In the exchanges between the two sides, Fan Rende proposed two suggestions to Japan: First, establish a tire laboratory system for mutual recognition between China and Japan, and establish an indoor lab, an outdoor testing ground, and a calibration program for test equipment to provide mutual recognition of test data. And the test methods, etc., in order to reduce the cost of the test, to carry out exchanges between the Chinese and Japanese test sites; Second, Chinese and Japanese companies to strengthen energy-saving emission reduction, environmental protection exchanges, introduce each other's experience and promote the development of the tire industry in both countries. The Japanese side stated that it will fully consider the proposals put forward by the Chinese side and conduct discussions.

It is understood that on July 12, the Department of Raw Materials of the Chinese Ministry of Industry and Information Technology and the Bureau of Manufacturing Industry of the Japanese Ministry of Economy, Trade and Industry co-organized the first China-Japan tire round-table conference. The heads of government departments such as the Ministry of Industry and Information Technology, the National Standards Committee, and the China Rubber Industry Association and 25 tire companies including Hangzhou Zhongce, Delta, South China Rubber, Linglong, and Double Money participated in the meeting as representatives of the Chinese side. A total of 22 tire companies from Japan's Ministry of Economics and Development, Japanese Auto Tire Association and Bridgestone, Sumitomo, Yokohama, Toyo, and Michelin (Japan) participated in the meeting as representatives of Japan.

The tire industry in China and Japan holds an important position in the world. In 2011, China produced 456 million tires, and 161 million tires were produced in Japan. The output was among the highest in the world. In terms of trade, Japan is one of the major export markets for Chinese tires. Japan's Bridgestone, Sumitomo, Yokohama and other companies have tire production plants in Tianjin, Shenyang, Wuxi, Hangzhou, and Hunan in China. There is complementarity between the tire industry and the market.

Japan has implemented a voluntary tire labeling system since 2010. This system has become an important issue of concern to the Chinese side. Fan Rende, president of the China Rubber Industry Association, asked the Chinese side to inquire about the specific content of the Japanese labeling law, the differences with the US and European technical regulations, and the specific implementation measures.

According to Koizumi Okada, Senior Director of the Automated Truck Tire Association in Japan, the regulatory procedures for the implementation of the Japanese label regulations are that the tire manufacturers can guarantee the grading of the products under their own responsibility and risk. Specifically, each tire manufacturer submits the grading basic data to the tire fair trade committee. These data will be disclosed. The tires exported to Japan do not necessarily have to be tested in Japan. However, the testing equipment must be compared and corrected with Japanese standard equipment, and the test data must be recorded and published in Japan so that the products can be sold in Japan.
