The reporter’s reply from the State Environmental Protection Administration is that by July 1, next year, the State Environmental Protection Administration will, in accordance with the announcement, stop the sales and registration of the first class of light vehicles that have achieved the type approval of GB18352.1 as scheduled. This is now suspended for heavy vehicles. The State Environmental Protection Administration once stipulated that starting on July 1, 2004, national standards 2 will be implemented nationwide. According to the “Announcement on the Implementation of National Phase II Light Vehicle Emission Standards” issued by the State Environmental Protection Administration on July 5, all new light vehicles must meet the type-approved emission limits specified in the standard as of July 1, 2004. Request and stop the application and approval of the approval of the light vehicle type approval that meets the first phase emission limit of the National Motor Vehicle Emission Standard (abbreviated as the “National Standard 1”). At the same time, the light vehicles that have passed the approved type approval to the State 1 standard type approval are allowed to be sold until June 30, 2005. From July 1, 2005, the sales and registration of the National Standard 1 Light Vehicle will be stopped. A responsible comrade in the Pollution Control Department of the State Environmental Protection Administration told the reporter that the reason why the new emission standards for light vehicles can be strictly limited is mainly due to the different technical requirements for the implementation of new emissions for light vehicles and heavy vehicles. Taking light trucks as an example, light truck manufacturing companies have mostly foreign joint ventures or cooperation, and they are technically more advanced and mature. The preliminary preparations for the implementation of State 2 standards are also more adequate than those of heavy truck companies. At the same time, the State Environmental Protection Administration has made greater efforts in follow-up supervision and has achieved significant results. Prior to this, the country had also reduced the consumption tax of 30% for enterprises that had reached new standards in advance, and the implementation of such financial incentive policies had a considerable encouragement effect for enterprises. At present, most of the domestic light vehicle manufacturers have already started production or have the ability to produce vehicles that meet the National 2 standard. Therefore, the State Environmental Protection Administration does not have much difficulty in implementing the National 2 emission standards for light vehicles.
